That's my bad. I was somewhat buzzed and phrased it poorly. What I meant to say was that we never see Zelda's mother, let alone see her using any powers, so it means she doesn't have any. It's the answer that requires the fewest assumptions.

I hate the play the boring Occam's razor in this scenario, but it's just hard to say. Zelda mother just isn't a character (to such an extent that she's never been given her own name after thirty years of games). She could have oodles of magical power that we just don't know about.
