No, the data patches are not needed for any DLC. Furthermore, there isn't even DLC for the EU/NA versions, it's all already on disk, and it's free. This is proven by the fact that we saw HB's bond quest on disk, as that was originally DLC.

@Spirit Here's a comparison of the game with and without data packs Like I said. It's not a big deal. It just decreases load times by a couple of seconds, and you do not encounter load screens often. Even without the data packs, the game still loads a lot fast than any other western open world...
