The fish near Star Island tells me about a boss in the Forsaken Fortress and he also tells me that i need the ice arrows to beat him. My question is, what is the secret boss and how do you encounter him? plz respond

well the boss isn 't a secret.
i don 't know how far you are in the game so i don 't want to spoil it for you.
but you will encounter him if you progress further in the game.
and you don 't need the ice arrow to beat him or something.

and besides you can only gain the ice arrows after you encounter him.

As far as I know, there's no boss in Forsaken Fortress that requires the Ice Arrows.

Agreed. You need the ice arrows for the island southwest of Dragon Roost.
